UN documents 1,004 cases of conflict-related sexual violence – 89% attributed to Russian authorities
The OHCHR report published on 18 September records 1,004 verified cases from 24 February 2022 to 31 July 2026. It attributes 89% to Russian authorities and 11% to Ukrainian authorities.
Both parties to the conflict are presented separately, followed by a factual neutral assessment.
Ukrainian account
Ukraine's Foreign Ministry welcomed the report, saying it showed the scale of Russian human-rights violations and measures taken by Ukraine. Reuters said the statement did not directly address the 11% of cases attributed to Ukrainian authorities.
Russian account
Russia's permanent mission in Geneva declined to comment, according to Reuters. OHCHR says Russia denied access to occupied territory, prisoners of war and civilian detainees and did not answer requests for information.
Neutral editorial assessment
The figures are UN Human Rights Office attributions based on documented cases, not court judgments. OHCHR stresses that sexual violence is heavily underreported, so the 1,004 cases do not provide a complete picture.
